Rep. Joe Crowley: Cuts to Anti-Hunger & Nutrition Programs Are "Penny-Wise & Pound-Foolish"



Congressman Joe Crowley (D-Queens, the Bronx), released the following statement in opposition to the Republicans’ proposed cuts to nutrition programs for families, seniors and children in the 2012 Agriculture, Rural Development, Food & Drug Administration and Related Agencies Appropriations Act (H.R. 2112). This legislation includes a devastating cut of $650 million to one of our nation’s most important anti-hunger programs – the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). In New York State, this could mean almost 20,000 participants could be kicked off the WIC program. In addition, the bill slashes food aid for low-income seniors through the Commodity Supplemental Food Program and help for food banks through the Emergency Food Assistance Program at a time when seniors, families and anti-hunger organizations are all struggling to get by. Congressman Crowley voted against the bill, which ultimately passed by a vote of 217-203.


“At a time when families, seniors and children in New York and around the country are relying on food assistance more than ever, the Republicans’ legislation would slash access to nutritious food, counseling on healthy eating and health care referrals for those who are struggling.

“This bill is penny-wise and pound-foolish. Republicans claim they are making these cuts to reduce the deficit and get our fiscal house in order, but this bill is not the way to make that happen. What will the costs be down the road as children grow up without a healthy start because they have a hungry stomach?

“Despite not being willing to end tax breaks for oil companies making tens of billions in profits and corporations taking advantage of overseas tax loopholes, Republicans are more than ready to cut programs on the backs of those who are struggling to survive in this economy. Our priorities should be about helping working families and those in need – not eliminating benefits that are already stretched thin.”

Congressman Gregory W. Meeks Amendment to H.R. 2055 (St. Albans Veterans Campus) Passes on House Floor


The Military Construction and Veterans Affairs and Related Agencies Appropriations Act of 2012 passed in the House of Representatives today. Included in the bill was Congressman Meeks amendment to stop the Enhanced Use Lease Process (EUL) for the St. Albans VA in the Sixth Congressional District of New York.

“The passing of this legislation with the inclusion of my bipartisan amendment is a big win for veterans in my district and veterans across Metropolitan New York. This amendment precludes the leasing of any government land at the St. Albans Veterans campus to a private developer. By having the amendment included in this bill it will prevent the fabric of my community from being destroyed by the creation of high-density residential and retail developments. This amendment brings home the point that this EUL does not meet the needs of veterans and therefore should be stopped immediately,” stated Congressman Meeks.

In addition to the hiring of a private developer for veteran owned land, this EUL process also does not plan for the inclusion of construction of a full service hospital based on a study conducted in 2004 that supposedly showed the decline of veterans in my district, but didn’t take into account the returning Iraq and Afghanistan veterans and their needs. Veterans in the vicinity have adamantly expressed the need for a full service hospital, but the VA has chosen to ignore their wishes.

Congressman Meeks added, “The nearly 400,000 veterans in the vicinity of my district deserve to have their medical needs met with the inclusion of a full service hospital. To not take into account their needs is a disservice to our brave men and women in uniform.”
This bill will now go to the Senate for their consideration the matter and then, upon its passing, will go to the President for signature.

Representative Anthony D. Weiner planned to check himself into a treatment center on Saturday after House Democratic leaders, including Nancy Pelosi, called on him to resign and suggested he needed psychiatric counseling.
A spokeswoman for Mr. Weiner said he would request a leave of absence from the House and seek treatment, but provided no further details.
“Congressman Weiner departed this morning to seek professional treatment to focus on becoming a better husband and healthier person,” said the spokeswoman, Risa Heller. “In light of that, he will request a short leave of absence from the House of Representatives so that he can get evaluated and map out a course of treatment to make himself well.
“Congressman Weiner takes the views of his colleagues very seriously and has determined that he needs this time to get healthy and make the best decision possible for himself, his family and his constituents.”
Ms. Pelosi, the minority leader, was joined in her call for Mr. Weiner to step down by other leading Democrats, including the chairwoman of the Democratic National Committee, Representative Debbie Wasserman Schultz of Florida; and the leader of the House Democrats’ re-election efforts, Representative Steve J. Israel of New York. Their calls underscored the growing concern that his online exchanges with women had become a distraction for the party.
“Congressman Weiner has the love of his family, the confidence of his constituents, and the recognition that he needs help,” Ms. Pelosi said in a statement. “I urge Congressman Weiner to seek that help without the pressures of being a member of Congress.”
Ms. Wasserman Schultz called Mr. Weiner’s online exchanges a “sordid affair” that had become an “unacceptable distraction” for the congressman, his constituents and the House, according to The Associated Press.
“The behavior he has exhibited is indefensible and Rep. Weiner’s continued service in Congress is untenable,” Ms. Wasserman Schultz said.
The calls by Ms. Pelosi and the other top Democrats, who issued their statements within minutes of one another Saturday afternoon, were the culmination of a tumultuous week that began when Mr. Weiner admitted to having inappropriate conversations with at least six women online, after nearly a week of denying any wrongdoing.
The leaders’ statements reflected the panic within Democratic circles that Mr. Weiner would return to Washington this week, after a Congressional recess, and bring yet another round of controversy and distraction to House Democrats.
On Saturday afternoon, Mr. Israel called Mr. Weiner, a New York Democrat, to let him know that Mr. Weiner’s situation had become politically untenable and that he would be calling on him publicly to step down. On Friday, Mr. Weiner acknowledged he had exchanged at least five private messages on Twitter with a 17-year-old Delaware girl, but indicated that the messages were “neither explicit nor indecent.”

If anyone can relate to embattled Rep. Anthony Weiner, it's the naked man standing in a plaza facing the congressman's Queens office — the one surrounded by mysterious female figures. He may be made of marble, but the statue representing the triumph of virtue over vice shares plenty with Weiner, from a crumbling support base to an uncertain future as locals debate whether he should stay or go.

In February, Weiner stood on the behemoth's broken concrete pedestal and proposed ousting the grubby sculpture, declaring it "offensive from any angle."

But the controversial statue remains firmly planted at the corner of Queens Boulevard and Union Turnpike, as does Weiner, who on Thursday vowed to resist calls to resign that were spreading in Washington but remained muted on the sun-baked streets of his congressional district.

"I'm not" planning to quit, he told the New York Post.

If pollsters and pundits are correct, the 46-year-old politician's popularity with voters could enable him to weather a scandal that erupted Monday with his confession that he had engaged in sexually charged online antics with several women. They included sending women racy messages and pictures of his crotch and bare chest, even after his marriage in July to Hillary Rodham Clinton aide Huma Abedin, who is reportedly pregnant.

That was enough to convince Helkha Hylton that he should go. "I'm married. I have twins. Whatever else he does, he should step down," Hylton said as she walked along Queens Boulevard. "He's in the public eye. He should be ashamed of himself."

But her view was not widely echoed along the traffic-choked thoroughfare.

Weiner, a liberal Democrat, has won support in the past from the cocktail of ethnic groups represented in his district, which straddles Queens and Brooklyn, and that support appeared to be holding up.

"He's a brilliant politician," said Gabriel Escobar, who moved into the district from his native Colombia several years ago. "He seems like he represents not just his own wing or party. He seems like he represents the people."

Escobar and his wife, Adriana, also a native of Colombia, said the United States was overly obsessed with politicians' personal lives. "We don't care if he cheats on his wife," she said. "I know that not every guy is like that, but most guys are crazy for women. They lose their minds."

At the other end of the district, in the salty-aired enclave of Brooklyn's Sheepshead Bay, Tom Paolillo stood up at a civic association meeting Tuesday night and said he had sent an email to Weiner appealing to him to resist the pressure to resign.

"He's been a friend to our community for many, many years, and I'm not ready to throw him under the bus," said Paolillo, a view shared by others at the meeting. Whatever Weiner's faults, they noted, he had backed residents in their fight to win federal funding to repair storm damage to the local beach, bike path and roadways.

Such views reflected the latest Marist Poll showing that 56% of voters surveyed in Weiner's district didn't think he should resign. According to the survey, conducted Wednesday, 33% believed he should quit, and the rest were unsure.

Still, Weiner could have a difficult time winning back longtime supporters who aren't convinced he should resign but who say they won't vote for him again.

"As one who voted for him, it makes me question his ability to make decisions," said Josh Gold, a resident of well-heeled Forest Hills, which Weiner also calls home. "I just think the lack of judgment is so bad, I couldn't vote for him again."

A woman named Rody, who did not want to give her last name, was similarly dismissive of voting again for Weiner after casting repeated ballots in his favor. But she was also conflicted about whether he should step down. "He was led by his trousers, but if he leaves office, then what — you think we're going to get someone better?" she said.

Meanwhile, fellow politicians and public figures kept up their chorus of resignation demands. At least 13 prominent Democrats have said he should quit. Democrats who have not joined the chorus have dodged the issue.

David Quintana, whose Lost in the Ozone blog follows developments in Queens, speculated that the failure of fellow politicians to support Weiner was the result of his personality, not his politics.

"Anthony can be both arrogant and abrasive," said Quintana, who supports Weiner and says voters, not other representatives, should decide his future. "He rubs a lot of people the wrong way."

Much like the statue of civic virtue, which arrived in Queens in 1941 after then-Mayor Fiorello La Guardia reportedly evicted it from Manhattan amid complaints it was ugly and demeaning to women.

Weiner, at his February news conference, agreed, noting that "vice" is portrayed by two mythical creatures resembling women and lying at the feet of the conquering man: "I do find it ugly. I do find it offensive. And I do represent a lot of my constituents who find it the same way."

Rep Joe Crowley Applauds Delta, US Airways Agreement that Will Create New Jobs in Queens

Airline Slot Exchange Paves Way for Delta’s $117 Million Investment in LaGuardia Airport

Congressman Joe Crowley (D-Queens, the Bronx), a chief deputy whip in the Democratic leadership of the House of Representatives, applauded the revised agreement reached today between Delta Airlines and US Airways to transfer takeoff and landing slots between LaGuardia and Washington Reagan National Airports. This agreement paves the way for Delta to move forward with its $117 million planned investment to build a new terminal at LaGuardia Airport, generating thousands of new jobs in Queens and increasing economic activity in and around the airport.

This deal is a win-win for New York’s 7th Congressional District. Not only will this deal improve air service and reduce noise pollution, it will also create thousands of new jobs for Queens,” said Congressman Crowley. “In today’s economic climate, we should do all we can to encourage private sector employers, such as Delta, to create jobs.”

Under the agreement, Delta airlines would operate an additional 110 slots at LaGuardia Airport, and would give up some of its slots at Washington Reagan National Airport in Washington, D.C. Subsequently, the airline would begin a multi-million dollar construction program at LaGuardia to connect the existing Delta and US Airways terminals. An estimated 6,000 new jobs would be created as a result of this agreement, including construction, airport operational and tourism-related jobs. Additionally, Delta would phase out use of older, loud turbo-prop planes for quieter jets – resulting in less air noise polluting the communities around the airport.

Since 2009, Crowley has led efforts in support of a deal, including spearheading a bipartisan letter to Transportation Secretary Ray LaHood that encouraged the department to quickly approve the transfer of slots.

Virginia Thomas’ Salary From Anti-Health Care Firm Only Adds to Clear Conflict of Interest, Need for Recusal

Today, after months of pressure from Rep. Anthony Weiner (D – Queens and Brooklyn), Supreme Court Justice Clarence Thomas publically released his financial disclosure forms, which reveal that he has an even greater conflict of interest in cases related to health care reform than was originally speculated, with his wife having received salary from Liberty Central, an organization that actively supports the repeal of health care reform. This latest filing casts even further doubt on Justice Thomas’ impartiality.

We knew that Justice Thomas’s family had a financial stake in opposing health care reform. Now we know even more,” Weiner said. “It’s pretty clear the Justice has one option here: recusal.”

Earlier this year, Rep. Weiner and 90 of his colleagues sent a letter to Justice Thomas calling on him to recuse himself from deliberations on health care reform due to the appearance of a conflict of interest related to income his spouse, Virginia Thomas, has received from groups that oppose health care reform. In addition, hundreds of thousands of Americans have signed petitions calling for Justice Thomas to recuse himself.

What Was Known:
  • Justice Thomas failed to cite his wife’s income on financial disclosure forms for 20 years.
  • Recently, he was forced to amend earlier financial disclosure forms after he failed to list $685,000 in salary his wife received from the Heritage Foundation, an organization that actively opposes health care reform
  • Separate IRS documents released by Liberty Central, seen HERE, reveal that Ms. Thomas may have received upwards of $150,000 from the organization in 2010, and was slated to receive as much as $165,000 in 2011 and $180,000 in 2012, if she had continued to work there beyond 2010.
What Was Learned Today:
  • Financial disclosure forms finally made public by Justice Thomas this afternoon confirm for the first time that his wife was also being paid salary and benefits by Liberty Central, another right-wing organization that is currently working to overturn health care reform
  • If Thomas was in fact paid up to$150,000 by Liberty Central in 2010, that would mean she’s received a total of nearly $850,000 from anti-health care organizations, including the previously disclosed $685,000 from the Heritage Foundation – all the more reason Justice Thomas needs to recuse himself.
  • Justice Thomas for the first time also filed a value of $15,000 or less in gross value for Liberty Consulting, Inc, the new anti-health care lobbying firm recently founded by his wife in late 2010.

Rep. Anthony Weiner (D-NY) Strikes The Last Word

Today, House Republicans brought another bill (HR 1216) to the House floor that does not address jobs and wastes time in a futile attempt to repeal part of the Affordable Care Act. House Democrats are staging a "mini-filibuster" by "striking the last word" allowing them five minutes of time to discuss their strong opposition to the Republican-passed budget which ends Medicare as we know it and forces seniors to pay over $6,000 more a year.


Weiner: I move to strike the last word Mr. Chairman. Mr. Chairman, you may recall I was standing here approximately two hours ago waiting to speak with several other members on the efforts of my Republican friends to eliminate Medicare as we know it and for reasons that are known only to the Chair, I was denied the ability to do that. Well, I’m back. And just to review the bidding, here’s where it was before that order was made. We had the Chairman of the Republican Congressional Campaign Committee, a good man, a guy I like, stand down in the well and say, ‘Oh, no’ (and this by the way is someone who is elected by the Republican members to represent them in races all around the country) saying that the Ryan plan wasn’t a plan it was and I’m quoting here, “a construct to develop a plan” and he said the proposal is not a voucher program and then he said it was a one size fits all, that Medicare was draining our economy is what he said.

Well, ladies and gentlemen, that might be the rationale for our Republican friends wanting to eliminate Medicare, but none of those things are true. It is not a ‘construct to develop a plan’ it is the proposal of the Republican party of the United States of America to eliminate Medicare as a guaranteed entitlement. If you don’t believe me, go get the book that they wrote, go get the budget that they wrote, go get the bill that they wrote.

Yesterday, I was proud to campaign with our outstanding candidate in NY-26, Kathy Hochul. As Erie County Clerk, Kathy works hard every day to fight for the families of Erie County, put people back to work and make sure small businesses thrive.


It was appropriate that we held the rally in the United Auto Workers Union Hall in Amherst, surrounded by our great friends in Labor. As you know, this election is not just a choice between candidates or parties, it is a choice between visions for the future of our country. And the choice couldn't be clearer.


This election is about protecting and saving the middle class. It's about fighting for working people who are struggling versus millionaires and billionaires who are doing just fine. And it's about making sure our seniors aren't left out in the cold by a radical budget plan that will end Medicare as we know it and increase costs to all seniors.


According to a new Congressional study, the average New York senior will see out of pocket costs rise by $6500/year under the Republican budget plan. This is unacceptable and it is up to us as Democrats to fight this at every turn.


And our first opportunity to do that is on Tuesday.


Let's send Kathy Hochul to Congress to send a message to Republicans and the whole country that ordinary Americans are not going to stand for this extremist budget that hurts working people and seeks to dismantle the safety net designed to protect the most vulnerable among us.

Rep Joe Crowley Applauds Legislation to Lower Electricity Prices for New York Consumers and Businesses

Crowley Praises Governor Cuomo, Mayor Bloomberg for Efforts to Prevent Summer Rate Hikes


Today, Congressman Joe Crowley (D-Queens, the Bronx), a chief deputy whip in the Democratic leadership of the House of Representatives, applauded Governor Cuomo, Mayor Bloomberg, and the New York State Legislature for expediting passage of a tax relief bill that will prevent homes and businesses in Queens and the Bronx from being hit with a spike in electricity bills this summer due to an adverse ruling by the Federal Energy Regulatory Commission (FERC) earlier this year. Last month, Crowley, working closely with Mayor Bloomberg, led a bipartisan City delegation letter to the FERC seeking an appeal of the ruling and a delay in any resulting electricity price increase until all appeals were final.

Families in Queens and the Bronx are struggling to make ends meet, and a spike in electricity prices on top of rising food, housing and gas prices would have made life even more difficult for them,” said Crowley. “I salute Governor Cuomo and Mayor Bloomberg for their tireless efforts in working with the Legislature to pass this critical electricity relief bill and I am pleased to have been a part of the effort to stop these rate hikes before they were passed on to consumers this summer.”

In January, the FERC ruled that City tax benefits for private electricity generators would no longer be calculated in the expected energy needs of the City. These tax benefits are used by the City to lower the rates paid by consumers for the cost of electricity. This adverse ruling could have led to an increase in electricity prices City-wide by up to $525 million a year, or an increase in electricity rates for every business and resident of New York City by 10-15 percent starting this summer.

Dear Chairman Wellinghoff,

We are gravely concerned about the impact of the Commission’s January 28th order (“Order”) on the New York Independent System Operator’s November 30, 2010 demand curve filing (ER11-2224), which will significantly increase the price paid for electricity supply by New York City customers over the next three years. If the Order is not reversed, the electricity rates of our constituents will rise dramatically without any clear justification or benefit.

The Commission’s decision to disregard any of the existing tax abatement opportunities made available by the City of New York, in addition to the other changes contained in its Order, could contribute to a rate increase for New York City electric customers of up to $525 million annually. This would represent up to a 12% increase in summer electric bills for the average residential customer in the first year alone. In its Order, the Commission decided that it would apply no tax abatement in determining the target price for building new generation capacity in New York City, even though the New York City Industrial Development Agency had approved a revised tax policy specifically intended to encourage new, clean and efficient generation in New York City.

Electric reliability is important, and providing adequate economic incentives for new electric generation when needed is also important. But, given the current and expected surplus of generation in New York City, higher capacity payments to generators are neither necessary nor justified and would instead provide windfall profits for the current NYC electric generators.

Furthermore, the existing generators are generally exempt from property taxes. And there are two New York City generators that are under construction and expected to come on line shortly that will also not be paying property taxes, including one project that is physically located in New Jersey (and which is planned to be electrically connected to New York City).

New York City, Con Edison, the NYISO, the State Public Service Commission and Consumer Protection Board and others have accordingly petitioned for rehearing of the Order, and we request that you do take the time to fully reconsider the impact of the Commission’s Order on the customers and citizens of the City of New York. Rep. Carolyn Maloney (D., N.Y.) hasn’t been shy about wanting White House adviser Elizabeth Warren to head the new consumer watchdog agency.

And now Ms. Maloney is urging her colleagues to speak up on the issue, too.
Ms. Maloney sent a “dear colleague” letter Wednesday to her fellow lawmakers, urging them to sign on to a letter to President Barack Obama, urging him to appoint Ms. Warren, a Harvard Law professor, to the director post during one of Congress’s upcoming recesses.
“Since you appointed Professor Warren to ‘stand up’ the bureau, she has laid the foundation as a strong advocate for consumers—something that seems to strike fear among those who are opposed to reform,” says the letter that Ms. Maloney wants her fellow lawmakers to sign. “We can think of no better person to be the first director of this incredibly important consumer financial protection regulator.”
Recess appointments are controversial because the president sidesteps the Senate’s authority to vet and approve nominees to key federal posts.
But nearly all of the Senate’s Republicans have vowed to block any nominee for the Consumer Financial Protection Bureau’s director position, making a recess appointment much more likely. The Republicans want changes in the agency’s governance structure and funding stream before they sign off on any nominee.
But the Obama administration has been cool to the proposed changes, which would scale back the agency’s independence. Meanwhile, the agency needs a director in place by its fast-approaching July 21 launch in order to gain its full powers to fight fraudulent financial practices.
“Since Republican senators have said that no one is acceptable unless the law is weakened, we would urge you to nominate Professor Warren as the CFPB’s first director anyway,” reads Ms. Maloney’s letter.

On Tuesday, outside the Glendale Social Security office that is set to shut its doors on July 15th, Rep. Anthony Weiner (D – Queens and Brooklyn), joined by concerned residents, senior citizens and representatives of local elected officials, called on the Social Security Administration to keep the Glendale office open, so that residents of Central Queens won’t be denied access to the vital services it provides
Today, with the Social Security office located in Glendale set to close its doors this summer, Rep. Anthony Weiner (D – Queens and Brooklyn) and Rep. Nydia Velazquez urged the agency to keep the Glendale office open, so that residents in large swaths of Central Queens won’t be denied access to the vital services it provides.

Two weeks ago, in what it described as an effort to save money, the Social Security Administration announced to local elected officials and community leaders that the Glendale office, located at 67-10 Myrtle Avenue, would be scheduled to shut its doors on July 15th. In the process, thousands of residents who rely upon the office, including seniors and retired and disabled residents, would be left without access to many of the important services provided by the agency.

From assisting with claims for retirement benefits, to helping with Medicare enrollment and applying for Social Security, the Glendale office provides a vital service to those who rely upon it the most. The office ensures that thousands of residents in neighborhoods like Glendale, Ridgewood, Maspeth, Fresh Pond and Middle Village receive the benefits they not only deserve, but have earned over a lifetime of hard work.

Weiner is calling on the agency to forestall the closure of the Glendale office, so that the community’s large senior population as well as disabled residents will not be forced to travel all the way to Rego Park for another Social Security office.

Weiner is also committed to working with the agency to help find an alternative, easily-accessible location that would allow the agency to keep its presence in the Central Queens community and ensure that seniors and residents of Central Queens continue to have access to the essential services the office provides.

My older neighbors rely on Social Security to be the impressive and successful program that it is, and accessibility to an office that provides information and help about their benefits is vital,” Weiner said in a letter to Beatrice Disman, Regional Commissioner of the Social Security Administration. “I urge you to keep the current office open or to find a new, easily-accessible location for an office in the area.”

The Social Security office in Glendale is part of the community’s fabric. Closing it would increase the time it takes for citizens to resolve problems, have new claims processed and obtain approval for benefits,” said Rep. Nydia M. Velazquez.

As baby boomers continue to reach the retirement age, the number of seniors in neighborhoods like Glendale, Maspeth, Middle Village, Ridgewood and others who require assistance from the Social Security Administration, will invariably grow. Closing the Glendale Social Security office would only prevent the needs of thousands of residents throughout Central Queens from being met.

On AIDS Walk Day, Weiner, Gottfried & Advocacy Groups Call on FDA
to Permit Sales of Over-the-Counter Rapid HIV Tests

Nearly 300,000 Infected Americans Unaware of Situation

Outside of Beth Israel Hospital on AIDS Walk Day, Rep. Anthony Weiner (D – Queens and Brooklyn), joined by Assembly Member Richard Gottfried (D – Manhattan), Chair of the Assembly Health Committee, and representatives from advocacy groups committed to advancing HIV/AIDS prevention, displayed an easy-to-use oral rapid HIV kit. Weiner and Gottfried called on the FDA to allow the kits to be sold over the counter to ease access to testing for the thousands of New Yorkers who are currently unaware they are infected.

Yesterday, on AIDS Walk Day, Rep. Anthony Weiner (D – Queens and Brooklyn), Assembly Member Richard Gottfried (D – Manhattan), Chair of the Assembly Health Committee, and representatives from advocacy groups committed to advancing HIV/AIDS prevention, including Tracy Welsh, Executive Director of HIV Law Project, and Peter Pavich, Executive Director of Queens Pride House, called on the Food and Drug Administration (FDA) to approve the sale of over-the-counter rapid HIV tests, which would ease access to testing for the nearly 300,000 Americans and thousands of New Yorkers who currently are unaware they are infected.

Rapid HIV tests are both simple and effective. Using a mouth swab or a finger prick, individuals can know their preliminary HIV status within minutes – with greater than 99% sensitivity. Currently, there are four FDA-approved low complexity rapid HIV tests commercially available in the United States; however, they all require a laboratory license in order to purchase them.

Weiner is calling on the FDA to make rapid HIV tests available to everyday Americans by allowing both over-the-counter sales and free distribution of tests directly to individuals. Rapid HIV tests would provide Americans the ability to conduct tests in the comfort of their home and encourage testing by offering privacy and reducing perceived stigma.

Even on the 30th anniversary of the AIDS epidemic, the need for increased HIV testing has never been greater. The Centers for Disease Control (CDC) estimates that up to 1.2 million people in the U.S. currently have HIV, and nearly 1 in 4 do not know they are even infected. In fact, two-thirds of new HIV infections are caused by people who are unaware they are infected.

In New York City alone, more than 107,000 New Yorkers are living with HIV – and thousands more don't know they are infected. According to the NYC Department of Health and Mental Hygiene, the AIDS case rate in the City is almost 3 times the national average, and HIV is the 3rd leading cause of death for New York City residents aged 35 to 54.

In a letter to FDA Commissioner Dr. Margaret Hamburg, Weiner said “Many medical professionals and HIV/AIDS groups support the approval of OTC rapid HIV tests, including the AIDS Institute, the Gay Men’s Health Crisis, and the National Minority AIDS Council. Given the critical need for increased HIV testing, it simply doesn’t make sense to keep OTC rapid HIV tests off the market.”

"It's vital for people who are HIV-positive to know their status as soon as possible, so they can begin treatment and avoid infecting others," said Assembly Health Committee chair Richard N. Gottfried.

While the Center for Disease Control claims that self-testing is not currently recommended because of counseling concerns, HIV/AIDS advocates and test manufacturers say that easy-to-read inserts in home test kits can educate users about HIV transmission, prevention, and the possibility of false positives and negatives. Additionally, a 24-hour 800 hotline can provide psychological and medical counseling to self-testers who receive HIV positive results.

Dear Dr. Hamburg,

I write to urge you to accelerate the approval process for over-the-counter (OTC) rapid HIV tests. There is a critical need to expand HIV testing in order to reduce the number of people who are unaware of their HIV status. Approving OTC rapid HIV tests would tear down unnecessary barriers that currently keep people from getting tested.
Rapid HIV tests are simple and effective. Using a mouth swab or a finger prick, individuals can know their preliminary HIV status within minutes. Currently, there are four FDA-approved low-complexity rapid HIV tests commercially available in the US. All are simple to use, show results in under 20 minutes, and have greater than 99.3% sensitivity. However, these tests can currently only be administered by a licensed organization or individual, creating an unfortunate roadblock to the goal of wider HIV testing. Even the sole FDA-approved “at home” HIV test requires individuals to wait several days before calling a laboratory to receive their results.

According to the Centers for Disease Control (CDC), nearly two-thirds of new HIV infections may have been unknowingly caused by individuals who were unaware of their HIV status. The requirement that individuals must be tested by a licensed third party acts as a barrier to testing, even where anonymity is assured. Especially in smaller communities, anonymity does not necessarily ensure privacy. There is good reason to believe that some individuals who would otherwise test themselves for HIV avoid clinics and outreach centers because of the perceived stigma involved.
Studies have shown that individuals can both administer rapid HIV tests and interpret their results appropriately. Concerns about user education can be addressed by easy-to-read informational inserts in the test kits that inform about false negatives, false positives, and the need for confirmatory testing. Counseling concerns can be addressed by providing a 24-hour toll free hotline for psychological and medical referrals.
Many medical professionals and HIV/AIDS groups support the approval of OTC rapid HIV tests, including the AIDS Institute, the Gay Men’s Health Crisis, and the National Minority AIDS Council. Given the critical need for increased HIV testing, it simply doesn’t make sense to keep OTC rapid HIV tests off the market. I therefore urge you to accelerate the FDA’s approval process for OTC rapid HIV tests and set a firm deadline by which these tests will be available to the public.

If Bounty Isn't Paid, Bin Laden Victims Should Get It

Anthony Weiner (D – Queens and Brooklyn) and Jerrold Nadler (D – Manhattan and Queens), joined by family members of 9/11 victimsannounced legislation to redirect the $50 million bounty for the capture of Osama bin Laden, which the White House declared will likely never be paid, to organizations that help 9/11 survivors, families and first responders.

On Sunday, Reps. Anthony Weiner (D – Queens and Brooklyn) and Jerrold Nadler (D – Manhattan and Brooklyn) announced legislation that would award the bounty of up to $50 million approved by Congress for the capture of Osama Bin Laden, which many news reports indicate may never be distributed, to be instead distributed amongst organizations that provide service or aid to 9/11 first responders, families and survivors.

The Rewards for Justice Program, established in 1984 and administered by the State Department, established a bounty of up to $25 million in 2001 to help bring Bin Laden to justice. In 2004, Congress passed legislation providing the Secretary of State up to $50 million to award at his or her discretion to those who provided information leading to the capture of Bin Laden.

Now, following his death, U.S. officials are unsure whether the bounty of up to $50 million will be paid because his whereabouts were pieced together from various bits of information, leaving no single person responsible for putting investigators on his trail.

Weiner and Nadler’s legislation would redirect the funds to organizations that assist first responders, families, and survivors who were affected by the tragedy at Ground Zero.

If the bounty isn’t paid, Osama Bin Laden’s victims should get it,” Weiner said. “I can think of no better recipient than those organizations which have committed themselves to helping first responders, their families and survivors whose lives have been forever affected by Bin Laden’s actions.”

"Because there is likely no awardee for the $50 million bounty for Osama bin Laden’s capture, those funds should now be used in support of the thousands of 9/11 families, responders and survivors," said Nadler. "I urge the State Department to distribute the reward money to established organizations and institutions which provide services and programs to the 9/11 community."
