Genting is on the Right Track - Op/Ed by Anthony J. Gellineau -Leader-Observer

When I hear so-called “LEADERS” of South Queens rail about the lack of job creation by companies like Genting, I think back to the days when quite a few people would prey upon the ignorance of those in earshot to bring attention to THEMSELVES. These are people who thrive in the midst of those who are less fortunate, taking advantage of their fears by casting something as the bogeyman that is out to get them. These same “leaders” do nothing to improve the life condition of the people they are talking at – they produce no results other than the temporary mental satisfaction of those who feel someone is standing up for them, only to have those same people leave in the same way in which they came.


True civic organizations fight daily to improve the quality of life of the residents in our communities. We meet with entities in our communities to address issues; we bring decision-makers to our meetings with our members to get their questions answered. We spend an inordinate amount of hours researching, communicating and disseminating information to our constituents. We teach our constituents to fish, and we don’t expect anyone to give us a fish.


My civic association, together with other civic associations that surround the Aqueduct racetrack have been fighting for close to 20 years, looking forward to the reconstruction and revitalization of the track. We have been in discussions with Community Board 10, Borough Presidents Schulman and Marshall, Assemblywoman Pheffer, deceased Assemblywoman Pauline Rhodd-Cumming, and Senators Maltese and Addabbo; we have worked on several different plans and we have lived through several different disappointing fits and starts. When Genting was awarded the right to build their casino, we all felt a sense of relief and optimism. And to their credit, Genting has been working with us in partnership, alerting our constituents to their opportunities, answering all of our questions – all the while becoming acclimated to our community. The relationship thus far could not be better.


Despite the feelings of optimism for many, there are some that believe that the selection of Genting brought disenfranchisement. You would think that it would be those who sought the rights to build the casino but were not selected. In this case however, it is a community of people who thought they were initially awarded the rights in a previous process, only to be disappointed when that process was deemed invalid. Some decided to own the previous process as if they were investors. They had built a sense of ownership with the belief that they were going to be intricately involved in the development of the project. Rightly or wrongly, the invalidation of that process left some people feeling as if they lost a significant stake in the development of the racetrack. These people, led astray by the supposed previous winners, are ripe for exploitation by the misguided and their cohorts who are more than eager to accommodate.


Before Genting was even chosen to develop the racetrack, a group of people, led by MISGUIDED LEADERS held a protest in front of the racetrack in June of 2010 to protest the bidding process. Illustrating a severe lack of understanding of the procurement process, THEY denounced the state’s RFP and it’s “lack of inclusion”. Since then, THEY have continued to lead people astray with poorly conceived assertions and sound bites. Those of us who live next to Aqueduct have been simply baffled by these tactics. They continue to antagonize our community without consulting those that live here – promulgating mistruths along the way. Simply put, it needs to stop.


The NAACP is this country’s foremost civil rights organization, and using its legacy to back a misguided campaign devalues its meaning to all of us. The redevelopment of Aqueduct means a lot to all of us, and inappropriately calling a company racist because it has not “consulted” any one self-appointed “leader” is unjust. While holding true to our values of fairness and community, have maintained a high level of communication with Genting and we have met their efforts to hire locally with vigor and anticipation, not cynicism. We have publicized their many opportunities and we have encouraged our constituents to respond. We will continue to reciprocate the same respect the Genting officials and representatives have shown to us. We will continue to urge those who have the community’s interest at heart to do the same. We ask those with PERSONAL agendas to go elsewhere.

Resorts World Casino New York Announces Near-50% Increase in Number of Permanent Jobs

Facility will employ 1,150 permanent workers, 350 more than originally anticipated; career listings and vendor proposals for new casino to be updated weekly at www.rwnewyork.com

In an effort to enhance the overall experience at Resorts World Casino New York, the company will hire a staff of 1,150 permanent workers; a near-50% increase from original estimates, officials announced today.

“We want to bring quality jobs to Queens and produce a top-flight facility – two goals that go hand-in-hand,” said Michael Speller, President of Resorts World Casino New York. “We saw the potential to enhance aspects of our facility and the best way to do that is by creating a more robust workforce. With additional staff comes superior customer service and an overall better experience for our guests at Resorts World. Additionally, more positions mean more job opportunities for local residents looking for work. This is a big step in our goal to help revitalize the Queens economy.”

The bulk of the additional 350 employees will work in the facility’s food and beverage, customer service and security departments.

“To be clear, we are hiring locally, first,” said Kevin Bogle, Vice President of Human Resources at Resorts World Casino New York. “We are not only hiring directly from the community, but are also working hand-in-hand with local employment centers to help us identify local candidates who we might not otherwise reach on our own. Our goal is to create a facility where customers will be hosted by a knowledgeable and attentive staff in an environment that is welcoming and safe. We have decided that bringing more people from the local neighborhoods aboard is the best way to accomplish this goal.”

Last week, Resorts World Casino New York officially launched the hiring process for permanent positions at the facility, announcing that candidates from the local community will be hired first. This announcement marked the first phase of staffing Resorts World in such fields as entertainment, hospitality, security and food services.

Through its extensive outreach efforts, Resorts World is committed to enlisting a diverse staff and awarding vendor contracts to local Minority Women-Owned Businesses (MWBEs). Resorts World recently announced that minority and/or female workers compose 54% of the project’s construction workforce. Additionally, the percentage of MWBE-certified subcontractors and suppliers working under construction manager Tutor Perini now stands at 25% of total contracts awarded to date. Tutor Perini has already awarded nearly $50 million in sub-contracts to MWBEs.

Shelter that Drew Ire Working with CB 10 by Anna Gustafson - Queens Chronicle

Officials at a South Ozone Park homeless shelter have been working with area residents to ensure their concerns about safety are heeded after the Skyway Family Center transitioned from hosting families to solely adult males, Community Board 10 members said.

“They have rearranged their security guard schedules so they mesh with the schedule of the nearby school,” CB 10 Chairwoman Betty Braton said at the board’s meeting last Thursday.

Residents have been worried that security guards at the shelter located at 132-10 South Conduit Ave. would change shifts at the same time as PS 124’s dismissal time, potentially leaving the men unguarded at a time when many children were around the area.

Braton said there have been no problems reported between the men at the shelter and the students. Still, Councilman Ruben Wills (D-South Ozone Park) said the shelter’s close proximity to the school is worrisome.

“They have five registered sex offenders in a shelter a block away from a school,” Wills said.

After the community voiced concerns about the lack of security guards, shelter officials changed the schedules so there are always guards on duty when school is in session and during dismissal.

“They also said they will provide an outdoors space for residents so they don’t have to go into the neighborhood to hang out,” Braton said.

Community residents and legislators, particularly Wills, were irate after the city reclassified the shelter as a place only for adult males without seeking input from the board, the school or area residents.

A spokeswoman for the Department of Homeless Services said the move was necessary to accommodate an increase in the number of single males seeking spots at city shelters.

Prostitution Sting Op Upsets Neighborhood by Stephen Geffon - Queens Chronicle

A 106th Precinct undercover prostitution sting operation in South Ozone Park has angered some residents who live on the block where it was conducted.

Police asked the Chronicle not to disclose the location of the block to protect the undercover operation.

Several of the block’s residents voiced their concerns about the sting at last week’s precinct meeting.

A spokesman for the group, who did not give his name, said the residents were worried because people who did not know about the police sting believed the block to be a hangout for prostitutes.

“It makes our block look bad,” he said. “There are no prostitutes, no johns, no drugs [here].”

Capt. Thomas Pascale, commanding officer of the 106th Precinct, said this is the first time he has received such a complaint, despite the fact that the precinct conducts many operations.

Precinct Community Affairs Officer Ken Zorn said after the meeting that police have received complaints from residents that prostitutes are using some motels in the community.

Zorn said that based on the public's complaints, police officers have conducted prostitution sting operations at different locations throughout the precinct.

Other stings include checking retail establishments for unlawful sales of cigarettes and alcohol to minors and checking on pawn shops, Zorn said.

Another resident expressed her concern about the homeless men residing at the Skyway shelter in South Ozone Park. Residents have been upset with the city’s recent decision to house single adult males at the shelter instead of families, as had been the case.

“When we observe the homeless men doing an illegal activity we will take police action,” Zorn said.

Police have increased their patrols in the area around Skyway, Zorn said. Also, additional police officers have been assigned in and around PS 124, located two blocks from the shelter. Plainclothes officers have been assigned to patrol the area, and a police officer has been assigned to patrol PS 124 at school dismissal time.

Trespass affidavits have been secured from the gas station near the shelter, allowing officers to arrest individuals if they are trespassing there.

Police said they will disseminate information about any sex offenders at the shelter to the community.

A car thief who jumped into an idling car outside a bodega in South Ozone Park last week got the surprise of his life when he discovered a 9-year-old boy sitting in the back seat, police said.

The boy’s father, Robert Collins, 53, of South Richmond Hill, had allegedly left his son, Omar, in his four-door red Honda Accord while he popped into the mini market at the corner of 109th Avenue and the Van Wyck Expressway around 7:45 a.m. last Friday, according to police.

When Collins returned, he found that his car and his son were gone.

Luckily, however, he had left his cell phone in the car, which he quickly dialed.

When the phone rang the thief allegedly told the youngster, “Tell him everything is OK, and I’m going to drop you and the car off.”

The man told the child his father could find him at 231st Street and Conduit Avenue, police said.

The youngster described the perpetrator to police as a black man in his 30s with a medium build, a thin beard, black coat and black hat. He remains at large.

Police found the car about 15 minutes after it was taken at the Laurelton intersection specified by the thief. The child was found in the car unharmed.

A police official told the Wall Street Journal that the father could be charged with several offenses for leaving his son in a running vehicle, but it was unlikely that he would be. When the NYPD was contacted by the Queens Chronicle, this could not be confirmed.

Canine units brought to the scene to locate the suspect followed a scent to a vacant house on Lansing Avenue, but from there the trail went cold, police said.

Officers dusted the Honda for prints are reportedly studying surveillance video to try and identify the alleged car jacker.

Resorts World Casino New York: More Than Half of Construction Workforce Comprised of Minorities and Women

33 Percent of Current Subcontracts Have Been Awarded to MWBEs, Far Exceeding Contracting Norms throughout New York City


More than half of the Resorts World Casino New York’s current construction workforce is composed of minority or female workers, far surpassing the 25% goal set in its application to New York State, officials from Resorts World Casino New York announced today.

Minority and/or female workers today compose 54% of the project’s construction workforce. Additionally, the percentage of MWBE-certified subcontractors and suppliers working under general contractor Tutor Perini now stands at 33% of total contracts awarded to date.

“Creating a diverse workforce has always been a top priority for Resorts World Casino New York, which is why we are so pleased that we are far exceeding even our own high expectations in this crucial area,” said Michael Speller, President of Resorts World New York. “This project is about creating a facility for New Yorkers and tourists of all backgrounds, so we are excited that the individuals and organizations responsible for its construction are as diverse as those we hope to attract once it opens.”

These numbers are particularly noteworthy given a recent study from the NYC Comptroller’s office, which revealed that in 2010, just 2.4% of contracts awarded by city agencies were to MWBEs. With 33% of Resorts World Casino New York’s subcontracts awarded to MWBEs, the project exceeds even that of the department with the highest participation.

To date, Tutor Perini has awarded nearly $50 million in sub-contracts to MWBE’s.

The purse for this year’s renamed Resorts World New York Casino Wood Memorial, Aqueduct Racetrack’s premier race, will increase to $1 million through a presenting sponsorship from Resorts World New York to The New York Racing Association, Inc. (NYRA), officials from both groups announced today.

The 1 1/8-mile Wood Memorial has long been a springboard to Derby success. Beginning with Triple Crown winner Gallant Fox in 1930, 11 Wood winners have gone on to take the Run for the Roses, among them Triple Crown heroes Count Fleet (1943), Assault (1946) and Seattle Slew (1977), as well as Twenty Grand (1931), Johnstown (1939), Hoop Jr. (1945), Foolish Pleasure (1975), Bold Forbes (1976), Pleasant Colony (1981) and Fusaichi Pegasus (2000). In addition, Secretariat finished third in the 1973 Wood before going on to sweep the Triple Crown, culminating with his incomparable 31-length victory in the Belmont.

Resorts World New York Condenses Schedule to Ensure Dynamic Late Summer 2011 Opening & Full Completion of Facility by End of Year



Addition of almost 1,000 Video Lottery Terminals to stage 1 opening; Main entry, Porte Cochere, International Buffet; and Parking Garage to now be included in first stage of opening;

Resorts World New York today announced a condensed opening schedule that will allow the new casino at Aqueduct Raceway to open its doors with far more components in place months earlier than expected.

Under the schedule, 2,500 Video Lottery Terminals will be operational – rather than the 1,600 originally slated – when the casino opens in the late Summer.

“This accelerated schedule will allow for not only a more robust opening and better customer experience with more food and beverage facilities than previously planned, but the completion of the facility – including the operation of all 4,525 Video Lottery Terminals -- by the end of 2011, three months ahead of schedule,” said Mike Speller, President of Resorts World New York Casino.

With the accelerated schedule – which will now take place in two phases, rather than three – not only will more VLTs be operational when the first stage launches, but the main entry, the porte cochere, the international buffet and the parking garage will be part of the initial opening, as well.

Other elements opening in phase 1 will include:

• A seven-outlet food court
• The 360 Bar and entertainment space
• A grab-and-go quick food outlet

Elements originally slated for phase three including the building of a skybridge connecting the “A” train station to the casino entrance will now be completed by the end of 2011, rather than the Spring of 2012.

Other elements opening in stage 2 include:

• The remaining 2,000 VLTs
• Two fine dining restaurants, Genting Palace and RW Prime
• An additional grab-and-go quick food outlet.
• Colony lounge and the VIP Crockfords Casino
• Another Bar with views of our first floor entertainment bar

Once fully operational, Resorts World New York is expected to permanently employ about 1,000 workers in the entertainment, hospitality, security and food-service fields.

Shelter Switch Brings Outrage, Fear by Domenick Rafter - Queens Tribune

About a month ago, Valerie Lewis, the principal of PS 124 in South Ozone Park, noticed students who lived in the Skyway Hotel homeless shelter two blocks from the school began missing class. Concerned about the pattern of absences, she walked over to the shelter which housed homeless families at 132-10 South Conduit Ave., and was horrified at what she found.

Families, given only five days' notice, were uprooted. The water in the building was turned off. Furniture was being thrown into the street.

"What was going on there was egregious," Lewis said.

Without warning, the shelter was reclassified a "men only shelter," and local residents and officials, irate at the City for what it calls "lack of respect" for their neighborhood, have grown further incensed. Nobody, not the shelter's neighbors, nor local officials, nor Community Board 10, knew it was happening. By the time parents and community members gathered at PS 124 on March 3, more than 30 men had already moved in.

Lewis said she had contacted the City and the new owners of the shelter, who had told her that the homeless population among single adults had risen, necessitating the need for more shelters, and families were being moved to parts of the City where there were "more opportunities." By the end of March, she said, the shelter would house up to 180 men.

"I think they thought no one would notice," she said.

An angry Councilman Ruben Wills (D-South Jamaica) told parents at a March 3 meeting that he was told about the change the night before. He said Dept. of Homeless Services Commissioner Seth Diamond told him that DHS moved the shelter into the community because "they met opposition elsewhere." Wills noted that more than 70 percent of Queens' homeless shelters are in Southeast Queens.

"Our unfair burden of housing the homeless population of Queens is not to be tolerated," he said. He added Council legislation to "scatter" homeless shelters was blocked, and called on the state legislature to step in. He also called for parents and local resident to "be loud" and suggested a rally be held at City Hall.

"This room should be packed," he said. "The more people there are, the more press it will get. The worst thing for the mayor right now is bad press. I'm not going to accept that you don't have time to fight for this."

CB 10 Chairwoman Betty Braton, who was also kept in the dark, called the shelter's change "outrageous." She said CB 10 District Manager Karyn Peterson has met with the Commissioner of Public Services about the shelter.

"I find it hard to believe they didn't have enough time to notify everyone," Braton said.

In a statement, Dept. of Homeless Services spokeswoman Heather Janik said the change was necessary and they would work with the community.

"As DHS continues to provide temporary, emergency shelter to homeless New Yorkers, we strive to be a good neighbor and work with the community to address any concerns that arise," the statement read. "We have recently seen an increase in the number of single adults seeking services from our system, and as such, must utilize all available capacity to ensure the needs of our clients are met every night."

DHS said it notified CB 10 and local officials Feb. 9 of the change and chose new management on Feb. 10.

Parents are concerned about the population of homeless men living in the shelter in the quiet community bordering JFK Airport and bisected by the Belt Parkway. They began to notice men from the shelter loitering at gas stations and a park on North Conduit Avenue, asking for money, and wandering residential streets at night. Eileen Lamanna, who has a child and a grandchild in PS 124, said she has seen groups of men gathering in areas where children walk every day.

"We don't know what they're putting in that shelter and they aren't going to tell us," Lamanna said. "What were these people in power thinking?"

The PTA at PS 124 met with the new management at the shelter to discuss security. They were told the shelter would have five full-time security guards working on three shifts, but the shift changes will coincide with school arrival and dismissal, which worried parents.

The guards will only work on shelter grounds and after 10 p.m., the doors of the center will be locked and those left outside will be left to fend for themselves until morning. The shelter has agreed to provide vans to bring the men outside of the neighborhood for recreation. They admitted the shelter does not know the criminal records of the men who will be housed there because the City gives them little notice when they drop off residents.

That point opened up concern about the possibility of violent criminals or sex offenders living in the shelter without anyone knowing. The school and the surrounding neighborhood sits in between the shelter and the A train subway and Aqueduct Racetrack, leading to concerns about men in the shelter coming in contact with children on their way to and from the casino scheduled to open there this summer.

Lewis said PS 124 would now have to come up with its own security plan. The school building will be locked down during the day. In the schoolyard at recess, the gates will be locked, with teachers and staff having the key to open them.

Lewis said PS 124 was recently changed to a "priority one" school, calling for added security. Lewis said she thought it was because of the school's proximity to JFK. Landing planes often fly low over the school. Now she believes the shelter had something to do with that change.

"That should have been my first signal," she said.

Casino Construction and Round the Clock Simulcasting at Aqueduct by Brian Jackson - New York Horse Racing | Examiner.com

You knew it was coming, folks. Well, guess what? It's come. The backstretch at the Aqueduct Racetrack is closed. I know - considering the season, it's kind of anti-climactic. Aqueduct Racetrack is closed for training and will not reopen until April 14, 2011. All things considered, it's good news for the New York Horse Racing Association. The closing is to allow for more construction on a new casino (Genting's Resorts) that will certainly help to subsidize the New York horse racing industry at large.
The 350+ horse stables being affected by the closing have been moved to NYRA's Belmont Park, and will return when construction is finished. The move will allow uninhibited construction of the casino to take place, which means the sooner New York residents will have slot machines and casino table games to supplement their horse racing wagers. At least that's the theory. Despite the closing, Aqueduct remains an active place with live simulcasting taking place round the clock.
The NYRA is also staying active during this harsh winter season, and has begun hosting a new "dark day" television show called "The NYRA Network Presents Raceday". Airing strictly on dark days on Channel 71 of the NYRA television network (generally Monday's and Tuesday's), the new show will cover the latest happenings in the horse racing industry (What else, right?). Hosts include NYRA TV Director and race caller, John Imbriale, along with various NRYRA TV analysts.
Helping to fill the void left by the NYCOTB Racing Network (NYCOTB was shut down late last year), the NYRA Network Channel 71 airs racing content for 12 hours straight: 11 am to 11 pm. More Than One-Third of Construction Subcontracts at Resorts World New York Awarded to Minority and Women Owned Business Enterprises



More than one in three sub-contractors and suppliers hired to construct the new Resorts World New York racetrack casino is a NY State certified Minority or Women Owned Business Enterprise (MWBE), officials from Resorts World announced today.

In keeping its commitment to meeting and/or exceeding the goals for MWBEs and minorities and females workforce participation during the construction phase of the $350 million project, Resort World’s general contractor Tutor Perini has firm MWBE subcontractor and supplier commitments totaling approximately 36% of the contracts awarded to date, and in such specialties as electrical contracting, carpentry, security, and other services.

NYPD: Cops Shooter Arrested by Stephen Geffon - Queens Chronicle



A South Ozone Park man who allegedly shot at 106th Precinct officers was captured and arrested last week, police officials said.

Raheem Cox, 23, allegedly fired multiple gunshots as he fled from the officers on 111th Avenue in South Ozone Park on Jan. 29, police said. No officers were hurt.

Cox was charged with attempted aggravated murder of a police officer, criminal possession of a loaded firearm and resisting arrest, according to the NYPD.

Police said they noticed Cox acting suspiciously while they were on a routine patrol of the area around 128th Street and 111th Avenue. When officers drove by him, he allegedly changed direction while walking, police said.

Cox allegedly ignored police when they made a U-turn and asked what he was doing, prompting the officers to ask him to stop. An NYPD spokesman said the individual then produced a black firearm from his waistband and fired multiple shots at the officers.

The cops then returned fire, police said. Cox was not hurt.

Police said they recovered a .22 caliber revolver at the scene.
